Dale Scott addresses four general topics in this overview of laws and regulations for pesticide use. He begins by outlining the complaint-reporting process and notes that procedures differ from state to state. Second, Scott explains 2019 label changes under which dicamba became a restricted-use pesticide. The number of trained applicators has dropped significantly. Third, Scott reviews label-mandated training for paraquat dichloride and new certification and training regulations adopted by the EPA on March 4, 2018. Each state must revise its plan to meet the new regulations and submit a draft to the EPA by March 4, 2020; states have up to 3 years to implement necessary changes. Scott also reviews recordkeeping regulations. Finally, Scott discusses 2019 Texas legislative outcomes regarding pesticide waste disposal. Disposal events have been resumed under the new legislation after being discontinued in 2011.
